The Council of Europe Development Bank (CEB) will provide our country with a grant worth €6 million to ensure energy efficiency standards for social housing to be built or renovated. The parliament ratified this agreement today.
The agreement between Moldova and CEB focuses on implementing energy efficiency measures for the Public Dwellings III project. It includes the 450 social dwellings, student hostels, and asylums construction or renovation. These measures will reduce energy consumption and CO2 emissions, enhance comfort and air quality, and lower long-term energy costs.
The CEB has provided Moldova with a €20 million loan to support the project. In addition to this grant, the Green and Social Investments Fund will contribute another €1 million in non-refundable financing.

Moldova’s contribution includes €1.1 million in financial support from local public authorities or public entities and non-financial contributions worth €6.2 million. These contributions are land with unfinished constructions, technical documentation, and construction expertise.
