The Ambassador of the Republic of Moldova to the Russian Federation, Lilian Darii, was summoned to the Russian Ministry of Foreign Affairs (MID), where he was handed an official protest regarding Chisinau’s decision to deny Russian observers access to the OSCE mission for monitoring the presidential elections in Moldova. This was announced in a press release on Wednesday, November 6.
According to the press release from the Russian Ministry of Foreign Affairs, Moldovan authorities unjustifiably refused to accredit five international observers from Russia before the first round of voting and the constitutional referendum on October 20, 2024, where citizens voted on Moldova’s accession to the European Union. Before the second round, held on November 3, authorities stopped three other members of the OSCE mission from Russia at Chisinau Airport and denied them entry, even though they had accreditation from the Central Election Commission of the Republic of Moldova.

The Russian Ministry considers Chisinau’s actions a serious violation of international commitments, referring to the 1990 OSCE Copenhagen Document and the 2002 CIS Convention on democratic election standards. Russia stated that such actions by a candidate state for EU membership are “emblematic” of how Moldova interprets European democratic values.
At the same time, Moscow announced that it would inform the OSCE leadership in Vienna about the “abusive” actions of the Moldovan authorities against Russian international observers.
Chisinau has not yet commented on the accusations.
