Public consultations addressing potential challenges in the energy sector were held in Parliament. Officials from the Ministry of Energy, the National Agency for Energy Regulation, Energocom, Moldovagaz, members of Parliament, suppliers, and energy experts analyzed the situation. They developed several recommendations to prevent a possible crisis.
Energy Minister Victor Parlicov explained the process of natural gas procurement and the institutions involved, based on legal provisions. Alexei Taran, director of the National Agency for Energy Regulation, discussed the recent increase in gas tariffs. Energocom head Victor Binzari detailed the institution’s role in gas procurement, including throughout this year.
According to Vadim Ceban, head of Moldovagaz, the initial tariff forecast approved in May was based on the “front-mount index,” estimating prices for October, November, and December. However, subsequent market developments did not align with these projections, leading to a tariff increase, as reported by BANI.MD. Ceban also mentioned that Moldova currently has 80% of the necessary gas volume for the winter season, with full coverage for December and January.

“In June, we began discussions to secure a preferential price contract from our partners in Romania. These discussions progressed to the level of prime ministers, and now I believe the Prime Minister can provide more details on the negotiations and their outcomes,” noted Minister Parlicov.
Following the discussions, a series of actions were recommended for responsible institutions to implement within the next 60 days. These include drafting procurement plans to diversify energy products over 12 months, identifying strategic suppliers, and splitting contracts to mitigate market turbulence risks.
