The organization Evrazia, which the European Union sanctioned for destabilizing Moldova, allegedly organizes training sessions for Moldovan teachers. Education Minister Dan Perciun stated it in a recent social media post. He warned that these actions form part of a hybrid war against the Republic of Moldova and that teachers who travel to Russia for these trainings risk sanctions.
“I’ve received increasing reports of teacher groups from certain regions attending Evrazia-organized trainings in Russia. The EU sanctioned this entity for its role in destabilizing Moldova. These so-called trainings serve as indoctrination sessions that spread Kremlin narratives about the war in Ukraine, the “decadence of the West,” and Russian historical revisionism. Teachers bring these messages into our schools, shaping the minds and values of Moldova’s future citizens,” Perciun wrote.
He stressed that these actions represent a broader hybrid warfare tactic. Organizers inject hostile messages into specific social groups, who then return to their communities to spread the propaganda.

Perciun pointed out that the Ministry of Education does not manage schools directly, as district councils hold that authority. In some cases, he said, local authorities even supported these activities.
“The Ministry of Education has notified all institutions that they must not host any activity involving militarist, chauvinist, or nationalist-extremist propaganda, or messages that promote interethnic hatred or revisionist views.
We also banned teachers, school leaders, and institutions from joining any activity, project, or program run by organizations that threaten Moldova’s independence or security, or that incite violence, hatred, or discrimination. These actions violate the law and will trigger sanctions under paragraph 19 of the Code of Ethics. Teachers may also lose their qualifications under paragraph 53 of the Regulation on Teacher Certification,” Perciun added.
