Moldova Proposes Legal Status for Independent Entrepreneurs

Moldova may soon introduce the “independent entrepreneur” concept into its legislation, creating a new legal regime for individuals to carry out economic activity without registering a formal business. The Ministry of Economic Development and Digitalization has opened the draft law for public consultation until May 23.

The proposal seeks to simplify legal requirements for able-bodied individuals to work independently. It aligns with Moldova’s European integration goals and the European Commission’s recommendations.

According to the explanatory note, Moldova expects a drop of 51,000 formally employed workers over the next decade. At the same time, the number of service providers could grow from 58,100 in 2025 to 103,700 by 2034—a 78% increase—reflecting the rise of freelancing and diversified employment.

Officials estimate that at least 30% of the inactive population could join the workforce to ease labor shortages. Informal labor may cost the state budget MDL 16.8 billion in 2025 and up to MDL 40.7 billion by 2034.

The draft law would legalize freelance work in 34 sectors and 68 professions, including creatives, IT professionals, engineers, accountants, auditors, and trade intermediaries.

Authorities propose a flat tax of 12% on annual incomes up to 1.2 million lei, which includes:

  • 4% income tax
  • 8% social insurance and local contributions

Freelancers would also need to purchase their mandatory health insurance.

The Ministry projects that by 2025, Moldova could register 142,200 freelancers, increasing budget revenues sixfold to MDL 10 billion.

After the consultation, the government and parliament will review the draft for approval.
