Italy Grants €14 Million to Strengthen Moldova’s Social Protection and Energy Resilience

Italy is providing €14 million in financial support to Moldova through the United Nations Development Programme (UNDP) to strengthen social protection systems and energy resilience. Officials signed the agreement today.

Under the agreement, the funds will support the renovation of public infrastructure for social service centers, continue the Help at the Meter compensation program for the cold season, and expand the smart metering initiative in the energy sector.

“I thank the Italian government for its ongoing support, essential for ensuring the sustainability of our most complex government social protection program—cold season compensations. This investment significantly supports energy-vulnerable citizens,” said Alexei Buzu, Minister of Labor and Social Protection, during the signing ceremony.

This new contribution complements Italy’s previous donations totaling €20 million, granted in November 2023 and January 2025.

Italian Ambassador to Moldova Lorenzo Tomassoni emphasized that Italy’s continued support underpins Moldova’s European integration efforts and its citizen-centered reforms.

“Through this partnership, we are contributing to real change—from invoice compensation for low-income families to the public services digitization,” stated the ambassador.

With this latest funding, Italy will help renovate two regional social service centers, transforming them into modern, energy-efficient ‘one-stop-shop’ hubs accessible to people with disabilities. In addition, the Help at the Meter program will receive an extra €5 million through the Energy Vulnerability Reduction Fund (EVRF) to support vulnerable households during the 2024–2025 heating season.
