Shor announces in the Kremlin press: Gutsul will file a complaint about his arrest at the European Court of Human Rights

Lawyers defending Eugenia Gutsul are preparing to file a complaint with the European Court of Human Rights (ECHR), according to fugitive politician Ilan Shor, who made the statement to Ria Novosti. Shor said the attorneys are currently drafting the complaint, which will challenge what he calls the illegal arrest of the governor of Gagauzia.

Despite confirming the legal move, Shor—who was convicted in Moldova and is now evading justice in Russia—criticized European courts as politicized and accused the European Union of violating fundamental rights.

Russian media and Gutsul’s legal team confirmed the information about the ECHR complaint. Natalia Bayram, Gutsul’s lawyer, argued that Moldovan authorities violated the law by arresting the governor of Gagauzia.

Gutsul faces two criminal cases: one concerning the illegal financing of political parties and the other related to irregularities in reporting electoral expenses during the Gagauzian elections. Authorities detained her in March 2025 at the airport, suspecting that she intended to flee the country and had no plans to return.
