The Parliament of the Republic of Moldova has adopted a Declaration expressing its firm and unconditional support for the independence, sovereignty, and territorial integrity of Ukraine within its internationally recognized 1991 borders.
Through the document, lawmakers strongly condemned Russia’s brutal aggression against Ukraine, which began on February 26, 2014, with the illegal annexation of Crimea and Sevastopol, continued with the deployment of Russian troops in eastern Ukraine, and escalated into a full-scale, unprovoked war on February 24, 2022.
The Moldovan Parliament reaffirmed that Ukraine has the sovereign right to determine its internal, external, and security policies—including its right to self-defense—and declared that Moldova will never recognize any illegal annexation of Ukrainian territory by the Russian Federation.
The Declaration also condemned the Kremlin’s propaganda, which falsely portrays Ukraine’s democratic government as illegitimate and labels it a “Nazi regime.” Lawmakers described these narratives as gross distortions of reality and part of a broader disinformation campaign to justify aggression.

Parliament further called on legislative bodies around the world to adopt similar declarations affirming Ukraine’s sovereignty and territorial integrity. In closing, the Moldovan Parliament urged citizens to show unity, vigilance, and responsibility in building a European future grounded in peace, freedom, and democracy.

“The Parliament of the Republic of Moldova strongly condemns the brutal aggression of the Russian Federation against Ukraine, which began on February 26, 2014, with the illegal annexation of Crimea and Sevastopol, escalated into the introduction of troops into eastern Ukraine, and culminated on February 24, 2022, in a full-scale, unprovoked war.
Ukraine is a sovereign and independent European state, with borders recognized in 1991, and has the right to self-defense and to determine its policies independently.
Declares that Moldova will not recognize any illegal annexation of Ukrainian territory resulting from Russia’s aggression.
Strongly condemns the Kremlin’s cynical attempts to justify this barbaric act through unfounded accusations and distorted portrayals of Ukraine’s legitimate, democratic leadership.
Calls on parliaments worldwide to express their full support for Ukraine’s sovereignty and territorial integrity.
Launches a call to the citizens of Moldova for unity and responsibility in building a European future for our country—one anchored in peace and freedom.”
Parliament Speaker Igor Grosu emphasized the significance of the move, stating:
“Through this Declaration, Moldova once again shows it stands with the Ukrainian people, who are paying the highest price for their freedom—for our freedom—and the freedom of the entire civilized and democratic world.”
