Moldova’s energy sector is undergoing an extensive digital transformation. The Ministry of Energy outlined a five-year plan to implement advanced, interoperable digital solutions aligned with the country’s goals of European integration and energy resilience. Secretary of State Cristina Pereteatcu stated that digitalizing the energy sector remains a strategic priority for Moldova, especially in light of European integration and today’s challenges involving energy security, operational efficiency, and critical infrastructure resilience, IPN reports.
The 2025–2030 program outlines key strategies and policies to modernize and digitize Moldova’s energy system.
The energy sector currently relies on an underdeveloped, outdated, fragmented, and vulnerable digital infrastructure, which limits its capacity to modernize and meet current demands. Recent surveys show that 80.7% of households have internet access, while fewer than 17% of SMEs have successfully integrated digital technologies into their operations.
Cristina Pereteatcu explained that these numbers reveal a crucial digital gap in the national economy, including in the energy sector.

The Ministry of Energy is committed to reducing risks and strengthening the technical capacity of energy networks. Throughout this process, the ministry is using digitalization as a central tool to enable real-time monitoring, optimize operational flows, and ensure efficient responses—building a more flexible and predictable energy system.
The UNDP consultant Radu Cornea stressed the urgency of enhancing cybersecurity across this critical part of national infrastructure. He called for advanced systems to swiftly detect, prevent, and respond to incidents.
“Essential service providers in the energy field must adopt clear governance practices, maintain ongoing risk assessments, and promptly report incidents. This program provides the framework needed for efficient and compliant implementation aligned with European standards,” said Radu Cornea.
In 2023, the Ministry of Energy, in partnership with UNDP Moldova and funded by the Government of Italy, launched an astute metering pilot program. This initiative is already helping strengthen energy infrastructure and lays the groundwork for expanding digital systems across the entire energy chain.
