Moldova Simplifies Residency Procedures for EU Citizens and Their Families

The Moldovan government approved a draft law that will simplify procedures for European Union citizens and their family members to obtain the right to reside in Moldova, aligning the country’s legal framework with EU standards.

The bill allows EU citizens to receive a five-year residence card within three working days, without needing to justify the purpose of their stay. IPN reports that this adjustment will dramatically streamline the documentation process.

Minister of Internal Affairs Daniella Misail-Nichitin stated that the new measures will boost mobility among EU citizens and attract more investors.

“This will enable free movement without formalities or immigration-related conditions, allow people to work independently, study, and enjoy long-term residency rights. As a result, the law will contribute to economic growth by encouraging investment without entry or residency barriers,” the minister said.

The proposal targets EU citizens, nationals of Schengen Agreement signatory states, and their families, granting them the same rights to live and work as Moldovan citizens. The law also outlines the possibility of restricting residency rights temporarily to safeguard public order and national security.

Authorities emphasized the importance of issuing Moldovan identity documents to EU citizens. Without these documents, they face limited access to essential public services like healthcare, education, and administrative support.

To apply for residency, EU nationals must provide a personal affidavit disclosing their criminal record. This requirement stems from Moldova’s lack of direct access to the EU’s criminal background information system.

Officials estimate the law’s implementation will cost approximately 208,000 lei from the state budget. However, they expect a positive social and economic impact through increased workforce participation, tax contributions, and higher state revenues.
