The Moldovan government has strongly denounced the recent meeting in Moscow led by fugitive politician Ilan Shor, calling it an act of treason and a direct attempt to destabilize the state. Officials described the gathering — where Shor openly called for a joint Moldova-Russia government and parliament — as a coordinated effort scripted by the Kremlin.
The Government spokesperson, Daniel Voda, delivered a firm response after Shor’s “Victory – Pobeda” bloc announced its intention to participate in the September 28 parliamentary elections. Voda accused the group of promoting Russian propaganda and undermining Moldovan democracy.
“The statements made during the meeting are not just personal opinions,” Voda said. “They are part of a deliberate strategy aimed at sabotaging the Moldovan state and its citizens — a strategy authored in the Kremlin and carried out with the participation of Russian officials.”

He pointed to what he called a symbolic and troubling development: “Across the Russian Federation, regular news broadcasts were interrupted to air the words of a convicted fugitive — now a spokesperson for Kremlin interests in Moldova.”
Voda reaffirmed Moldova’s sovereign path, saying, “Our future is decided in Chisinau, by Moldovan citizens, not in Moscow. Those who conspire against the people and the state will be held accountable.”
During the event in Moscow, Shor announced that Eigenia Gutul — the current governor of Gagauzia, who faces charges over more than 40 million lei in illicit political financing — would lead the bloc’s electoral list. Several figures with ties to the Kremlin attended the meeting, and Shor’s speech echoed narratives of Moldova-Russia unity.
Moldovan authorities say they are closely monitoring what they view as foreign-funded efforts to influence Moldova’s electoral process and undermine national sovereignty.
