Beginning January 1, 2026, freelancers in Moldova will operate under a clear legal framework, following the Parliament’s approval of the draft law on independent economic activity. Lawmakers passed the bill in its second reading.
The Ministry of Economic Development and Digitalization (MDED) developed the legislative proposal with support from the Secretariat of the Economic Council under the Prime Minister. The new law aims to offer a fast and cost-free entry into entrepreneurship by allowing any able person to register as a freelancer through a simple notification and self-declaration, eliminating complex bureaucratic procedures.
Under the new system, freelancers will pay a single 15% tax rate, provided their annual income does not exceed 1.2 million lei. This flat tax will cover all fiscal obligations — including income tax, social security contributions, health insurance, and local taxes.

Additionally, the law eliminates the requirement to maintain accounting records and file fiscal reports, significantly reducing freelancers’ administrative burden.
Authorities say the reform encourages economic participation and helps formalize thousands of informal workers by offering clear, simple, and fair rules for self-employment.
