Moldova Moves Closer to EU: Experts Highlight Significance of European Leaders’ Visit and Opening of Accession Clusters

Experts Mihai Isac and Mihai Moghildea highlighted that the opening of the accession clusters for Moldova, scheduled for September, signals strong support from Germany, France, Poland, and all EU member states, moldpres reports.

Mihai Isac, a foreign policy and international relations expert, said the opening of the clusters marks both a symbolic and strategic moment in Moldova’s European integration.

“This is a clear signal of the support Moldova receives and recognition of the state’s ability to respond to the population’s desire to become an integral part of the European Union. German Chancellor Friedrich Merz’s statement in Chisinau, alongside French President Emmanuel Macron and Polish Prime Minister Donald Tusk, confirms the efforts of our authorities and diplomats. It is a signal for citizens and the international community – the European Union stands by Moldova,” Isac said.

He added that the European leaders’ visit not only conveyed political support but also reaffirmed the country’s security and stability in the face of external challenges.

“The opening of accession clusters is also a positive message for European investors: Moldova is a safe area for business, and in the medium term, we can expect the country to transform into a European investment platform, especially considering Ukraine’s reconstruction efforts,” Isac noted.

Mihai Moghildea, an expert at the Institute for European Policies and Reforms, said that while the process is technical, the opening of clusters confirms the Moldovan authorities’ efforts.

“Three to four years ago, before Russia’s invasion of Ukraine, we weren’t discussing accession in real terms and thought it might take 10–15 years to reach this status. Today, the situation is completely different. We have a firm belief that this goal is possible. After the parliamentary elections next autumn, member states could decide to start individual negotiations on chapters. By the end of this year, we could open the first negotiation chapters, especially those concerning fundamental values, justice, and the rule of law. This would be a major achievement,” Moghildea concluded.

During his August 27 visit, German Chancellor Friedrich Merz reaffirmed Germany’s and the EU’s commitment to support Moldova in its European integration and announced that the first integration clusters would open as early as September.
