Starting November 1, 2025, Moldovans will be able to obtain civil status documents online, eliminating the need for long visits to state offices. Birth, marriage, and other certificates will be issued directly through the new “Civil Status Documents” digital platform, launched by the Public Services Agency (ASP) under a presidential decree.
The secure, user-friendly system will allow citizens with a qualified electronic signature to register civil events remotely. Documents will be available in the MCabinetul Cetățeanului (Citizen’s e-Cabinet), each carrying a unique verification code.
All certificates will be standardized under the title “Extract from the Civil Status Act” and may be downloaded digitally, printed, collected at any ASP multifunctional center, or delivered via the MDelivery service, including abroad. Moldovans in the diaspora will also be able to access them at diplomatic missions.

The reform also introduces:
- No territorial restrictions: requests can be made at any ASP branch.
- Simplified urgent marriages: couples will no longer need to provide justification.
- More flexible name change procedures, making the process easier for citizens.
- According to the ASP, the initiative represents a major step toward the digitalization of public services in Moldova.
