On Sunday, 28 September, the citizens of the Republic of Moldova exercised their democratic right to vote in the parliamentary elections. The results confirmed the people’s enduring support for the European future of the Republic of Moldova, as enshrined in its Constitution. The voters gave a clear and strong mandate to continue the Republic of Moldova’s determined engagement toward EU membership.
According to the preliminary findings and conclusions of OSCE/ODIHR, these elections were competitive, offered clear political alternatives, and operated under a sound legal framework. Newly implemented laws and candidate eligibility requirements created some issues, but the Central Electoral Commission actively addressed them. OSCE/ODIHR also noted that the electoral campaign and the voting took place in a context of unprecedented and multifaceted interference and pressure from Russia.
The EU strongly condemns Russia and its proxies for relentlessly conducting hybrid attacks aimed at undermining the rule of law and the democratic process in the Republic of Moldova, fostering destabilization, and fueling polarization through massive disinformation, vote-buying, cyber-attacks, and the training of violent provocateurs. We commend the citizens of the Republic of Moldova for showing resilience and determination in resisting Moscow’s malign interference and for safeguarding their democratic choice. We also commend the relevant Moldovan institutions for ensuring the integrity of the elections despite sustained external manipulation and pressure.
