Moldova strengthens its cyber defense: new measures for the security and protection of critical infrastructure

The Government on Monday approved a series of decisions to strengthen cybersecurity, protect critical infrastructure, and increase digital resilience. The authorities motivated the measures by the growing number of cyberattacks, the spread of online fraud, and rising hybrid threats, including external information interference.

The Cabinet approved the National Cybersecurity Program for 2026–2030, which sets strategic objectives and public policy measures in the field. The program focuses on strengthening operational capacities, preventing and combating cybercrime, raising public awareness, and expanding international cooperation.

The Government also approved the creation of the information system “State Register of Cyber Incidents,” which will allow authorities to record and manage cyber incidents, alerts, and digital vulnerabilities nationwide.

In addition, the Cabinet adopted the Regulation on the National Plan for Responding to Cyber Incidents and Crises in the Field of Cybersecurity. The regulation establishes coordination mechanisms between authorities, procedures for cooperation with the private sector, and the integration of cyber response into the national crisis management system, with the goal of protecting critical infrastructure and essential service providers.

Through a separate regulation on the coordinated disclosure of vulnerabilities, the Government set procedures for identifying, reporting, and rapidly remedying IT security issues in order to reduce risks to information systems and protect citizens’ data.

The Cabinet also approved an additional regulatory act that ensures oversight and control of compliance with cybersecurity legislation by providers in critical sectors. The document grants the Cybersecurity Agency powers to verify compliance and strengthen the protection of essential networks and information systems.
