What did the investigation by the University of Medicine reveal about the controversial diplomas issued to Romanian doctors?

The Nicolae Testemitanu State University of Medicine and Pharmacy announced the completion of the work of the investigative commission on the issuance of residency diplomas for foreign citizens. The university stated that the issued diplomas are legally valid and comply with the current legal framework.

The university said that it established the commission in November 2025 and that it worked until January 12, 2026. The commission verified admission procedures, participation in training, academic assessments, and the files of residents enrolled between 2020 and 2025.

After completing the analysis, the institution confirmed that all issued diplomas are legally valid and meet the requirements of the legislation in force, including those mentioned in media reports.

At the same time, the final report highlighted the need to improve certain internal procedures and to strengthen control mechanisms in order to ensure a rigorous and transparent educational process.

The USMF leadership said it will implement the commission recommendations and reaffirmed its commitment to academic integrity, legality, and national and international medical standards.

In November 2025, Romanian authorities opened an investigation into several doctors who requested recognition of specialist physician titles from the Romanian Ministry of Health based on residency diplomas issued by the USMF.

Romanian prosecutors suspect that some residency programs, which require mandatory physical presence at university clinical bases in Moldova, may not have taken place in practice, as the doctors concerned worked full time in Romania during the same period. The investigation targets specialists in several fields, including emergency medicine, orthodontics, plastic and aesthetic surgery, reconstructive microsurgery, imaging, dentoalveolar surgery, and periodontology.
