Moldova and Ukraine Sign Protocol for New Dniester Bridge and Border Crossing

Moldova and Ukraine will establish the Cosauti–Yampil road border crossing point. It will have international status, facilitate citizens’ mobility, support trade exchanges, and improve direct connections between settlements in the two countries.

The initiative is based on a protocol signed this week in Kyiv between the Government of the Republic of Moldova and the Cabinet of Ministers of Ukraine. The document provides for the creation of a new road border crossing point and the construction of a cross-border road bridge over the Dniester River.

Interior Minister Daniella Misail-Nichitin told MOLDPRES that the protocol sets the legal framework for establishing the new crossing point.

“It will open after the necessary infrastructure is completed, facilitating international traffic and citizens’ mobility. The new point will strengthen cooperation between Ukraine and Moldova. It will also benefit citizens and economic operators by reducing waiting times at border crossing points, improving the flow of people and goods, and facilitating cross-border mobility. This will contribute to deeper economic and social integration between the two states,” said Daniella Misail-Nichitin.

The minister noted that joint control on the Moldovan–Ukrainian border is currently regulated at nine crossing points, seven of which are operational. The other two remain suspended due to the war in Ukraine.

“For the government, the mobility of citizens and freight transport are clear priorities set out in the National Plan for EU Accession. Wherever there is mobility, there is also business, which directly contributes to improving citizens’ quality of life. We are expanding and strengthening joint control with Ukraine to accelerate the safe and efficient movement of people and goods,” she added.

Authorities are also implementing additional measures to streamline cross-border traffic. These include digitalizing control procedures, increasing frontline staff, opening additional lanes where infrastructure allows, applying the ‘Reverse’ procedure when necessary, and maintaining close cooperation with the Customs Service and neighboring border authorities.

As part of the Government’s Growth Plan, the Border Police is acquiring special equipment, including IT systems for biometric controls and surveillance, and modernizing existing crossing points while building new ones. In 2026, authorities plan to complete construction of the Otaci Border Police Sector headquarters and begin work on the Northern Regional Directorate headquarters.

The new cross-border bridge over the Dniester and the Cosauti–Yampil crossing point will ease traffic in the northern part of the country and connect Moldova’s eastern road network to the trans-European transport network. This infrastructure is expected to facilitate trade on both domestic and international markets.
