Moldova Stands with Ukraine While Reinforcing National Security

Since the outbreak of the war in Ukraine on February 24, 2022, security in our region has changed profoundly.

The conflict has generated complex challenges: massive border crossings in a short time, management of large numbers of refugees, increased risks to public order, disinformation and manipulation attempts, and intensified cross border crime, including drug and arms trafficking and illegal migration. Security institutions have operated under constant alert, adapting rapidly to an unpredictable regional environment.

Ukraine has become a shield of peace for Europe. By defending its freedom, sovereignty, and democratic values, it has protected not only its own territory but also the stability that allows the rest of Europe to live and work in peace.

The Republic of Moldova stands alongside Ukraine as a neighbor and partner in regional stability and civil protection. Through cooperation, information exchange, and coordinated actions with international partners, authorities work to prevent escalation, reduce risks, and support those affected by the war.

In this context, the Ministry of Internal Affairs and its subordinate structures have responded consistently and effectively. Beyond maintaining order and safety, they have strengthened capacities, technology, equipment, and working methods to prepare for complex and unforeseen situations.

Border Police, the country security frontline

At the start of the war, Moldova border became a major transit point, with thousands crossing daily. Border patrols ensured control and protection.

Since 2022, authorities have implemented substantial reforms:

  • They introduced a modern border surveillance concept based on operational autonomy and technology.
  • They deployed unmanned aerial systems in all tactical units for remote monitoring.
  • They acquired integrated observation systems, surveillance cameras, advanced IT equipment, and alert devices.
  • They opened and modernized border crossing points such as Leova Bumbata, Giurgiulesti Galati, and Novosavitcaia Kuciurgan, strengthening joint control.
  • They enhanced cooperation with European agencies and ensured secure information exchange via SIENA.

As a result, authorities now monitor the border more effectively, strengthen connectivity, and increase resilience against cross border crime and illegal migration.

General Inspectorate for Migration, support for people on the move

The war brought large numbers of displaced persons who needed legal and socio administrative support. Since 2022, the institution has:

  • Assisted more than 12000 people in temporary centers and coordinated logistics with national and external partners.
  • Operated a Green Line call center that supported nearly 84000 people.
  • Organized hundreds of information, social, and educational activities.
  • Expanded staff from 197 to 247 employees through decentralization.
  • Modernized documentation services with biometric data equipment.

Authorities also adopted key policy measures:

  • They established a temporary protection mechanism to ensure housing, access to services, and legal safeguards.
  • They issued 89000 identity documents, including more than 20000 for children.
  • They implemented the National Program for the Integration of Foreigners 2025 2027 to facilitate access to healthcare, education, Romanian language courses, vocational training, recognition of studies, and employment support.

These actions have enabled displaced persons to live safely, integrate, and contribute to society.

National Police, stronger and more modern

In response to new security risks, the National Police have continued to evolve through integrated work with national and international partners, constant threat analysis, and rapid intervention capacity.

Key developments include:

  • They implemented secure real time communication via TETRA systems.
  • They equipped patrols and investigators with body cameras, tablets, and advanced IT tools.
  • They introduced new vehicles and smart patrol cars for faster response.
  • They modernized forensic laboratories for digital evidence extraction and analysis.
  • They upgraded the Fulger Special Purpose Brigade.

Authorities complement these investments with continuous professional training to manage crisis related risks effectively.

General Inspectorate for Emergency Situations, from response to preparedness

From the first hours of the war, rescuers managed large scale humanitarian needs by installing temporary camps, organizing triage and assistance points, and providing food, water, and logistical support along transit routes.

At the same time, the institution strengthened its capacity:

  • It carried out missions under constant mobilization in 2022.
  • It improved efficiency and reduced response times in subsequent years.
  • It renovated headquarters, built heliports, modernized vehicle fleets, and strengthened disaster warning systems.
  • It integrated the Republic of Moldova into the EU Civil Protection Mechanism, enabling rapid European assistance when necessary.

Over four years, the institution shifted from crisis response to sustained preparedness.

Carabinieri, stability in a tense context

The Carabinieri have ensured public order at events, around strategic institutions, and in joint missions with other structures. They have conducted thousands of operations and protected more than 33 critical objectives.

The structure adapted to deliver faster and more flexible responses and gained international recognition through FIEP membership and observer status in EUROGENDFOR, expanding cooperation and training opportunities.

Today, the Carabinieri stand as a pillar of stability in an unpredictable regional environment.

Four years that changed us

Four years of war at our border have made us more vigilant and more united. We have learned that solidarity requires daily action, that supporting our neighbors protects our own future, and that peace demands constant effort.

The Republic of Moldova continues to stand alongside Ukraine and its European partners, committed to restoring peace. National institutions remain prepared, responsible, and close to the people, ensuring that security and stability remain a reality.
