Rural Guesthouses in Moldova Allowed to Accept Holiday Vouchers

Owners of guesthouses and rural tourist units can accept holiday vouchers as a form of payment if they register in the Register managed by the National Tourism Office. This measure supports domestic tourism and helps rural operators attract more customers and diversify payment options.

Operators who want to join the system must declare, under their own responsibility, that they legally conduct tourism activities in rural areas, hold a classification certificate or meet minimum operating conditions, are not in insolvency or liquidation, and have no debts to the national public budget. They must also sign a contract with an authorized holiday voucher issuer and maintain an active bank account in compliance with tax legislation.

Operators register their units by submitting a notification to the official Register at least five working days before accepting vouchers. They can complete the procedure online.

Only authorized operators—legal entities registered in the same Register—can issue holiday vouchers. These operators must declare that they are not in insolvency or liquidation, have no outstanding debts to the national public budget, operate a technical platform to record vouchers and ensure transaction traceability, and manage funds under secure financial conditions. They must submit their notification at least ten working days before starting their activity.

Starting January 1, 2026, employees can use holiday vouchers to cover tourism expenses in rural accommodation units in Moldova. Employers can deduct the value of these vouchers for tax purposes, up to 50 percent of the average monthly salary in the economy.
