Moldovan citizens with Romanian citizenship risk losing their ID cards: the 10-person limit per household is being enforced

Citizens of the Republic of Moldova residing in Romania who are registered at addresses where more than ten people live risk losing their identity cards. Romanian authorities announced that checks on issuing or renewing electronic identity cards also target Moldovan citizens who hold Romanian citizenship, as well as individuals from Ukraine, the Russian Federation, and other former Soviet states, according to IPN.

The Directorate General for Persons Records stated that these checks do not target nationality but focus on the legality of civil status certificate transcription and the accuracy of the domicile listed in identity documents. Romanian law does not allow registration of a domicile at an address where more than ten people are listed, except in the case of extended family members.

Authorities verify the data using the Integrated Information System for Civil Status Documents, operational since March 31, 2025, which provides access to civil registry records dating back to January 1, 1921.

If more than ten people are registered at the same address, local public services for population records can terminate the validity of the declared domicile in accordance with the law, ensuring the accuracy of identity document data.
