A new controversy has emerged in Parliament after the PAS proposed a draft Code on the functioning of Parliament, registered on April 6. Opposition parties argue that the draft would limit deputies’ democratic rights and have filed complaints with the Council of Europe, the EU Delegation in Chisinau, and the Venice Commission.

Opposition representatives specifically criticize regulations concerning the status and conduct of deputies. They claim that the draft “allows rules to be changed without the participation of the opposition, limits deputies’ rights, and contravenes the Constitution and European standards.” They warn that the proposal would restrict the opposition’s ability to participate in approving the agenda, harm deputies’ freedom of expression, and condition speaking rights.

The PAS leader Igor Grosu previously explained that the new regulations aim to hold deputies accountable for improper behavior during parliamentary sessions, including during the submission of questions.

Key features of the draft Code include:

  • Deputies must take and sign an oath upon assuming their mandate.
  • The Speaker can disconnect microphones if speeches stray from the debated topic.
  • Deputies cannot switch factions; those expelled or leaving their party will remain unaffiliated.
