Alexandru Balan, former deputy director of the Security and Intelligence Service of Moldova, is being brought today, April 24, to the Republic of Moldova to serve his prison sentence. Authorities will transfer him to Moldovan custody at the Albita border crossing, based on a ruling issued by the Bucharest Court of Appeal.
Romanian police detained Balan on September 9, 2025, during an operation conducted with prosecutors from DIICOT. Authorities later placed him in pre-trial detention in a case involving attempted treason through the transmission of classified information, in continued form.
Investigators conducted the case under the coordination of Eurojust, with support from intelligence services in Romania, Hungary, and Czech Republic, as well as cooperation with prosecutors from these countries and the Republic of Moldova.
Prosecutors accuse Balan of transmitting classified information to officers of the Belarusian intelligence services affiliated with the KGB. According to the investigation, he allegedly met twice in Budapest between 2024 and 2025 with Belarusian agents to receive instructions and money in exchange for the information.
Case materials indicate that his actions may have endangered Romania’s national security.
In the Republic of Moldova, Balan has already received a sentence in absentia of one year and six months in prison, along with a ban on holding public office for two years and six months, for disclosing state secrets. The court issued the sentence after he admitted guilt and requested a simplified procedure.
He served as deputy director of the Security and Intelligence Service between 2016 and 2018.
