New customs requirements for Moldovans transporting goods to the EU

Economic operators in the Republic of Moldova that transport goods to Romania or transit through the European Union must comply with new customs requirements starting May 25. The Customs Service warns that failure to comply may lead to delays or blockages at the border.

The main change is the mandatory submission of the Entry Summary Declaration (ENS) through the EU’s ICS2 electronic system. This requirement applies to all goods entering the EU through Romania, including goods accompanied by transit declarations or TIR carnets issued in Moldova.

To use the system, companies must have an EORI code, an electronic signature, and active accounts in Romanian customs systems.

The Customs Service recommends submitting declarations before entering the EU and urges transport operators to make sure they meet all the necessary conditions.
