The “fat salaries” scandal is escalating! The APP announces audits of 21 state-owned companies

The Public Property Agency (APP) has ordered an audit of the state-owned air navigation enterprise MoldATSA following public scrutiny over salary levels within the company.

In a statement, APP said MoldATSA’s Audit Commission will verify whether the enterprise complied with the legal framework governing employee remuneration. The agency added that it will seek to recover any unjustified payments if auditors identify irregularities.

“We consider that the information and reports recently appearing in the public space regarding remuneration at MoldATSA have raised legitimate concerns among citizens. In this context, APP has requested the enterprise’s new management to review its internal salary policies and ensure their full compliance with legislation and the principles of responsible financial management,” the agency stated.

APP emphasized that MoldATSA’s executive management has the authority to set employee salaries.

“The founder does not approve individual employee salaries and does not interfere in the operational activity of the enterprise. APP monitors general performance indicators, including the average salary level, as it does for all state-owned enterprises and companies in which the state is a founder or shareholder,” the agency added.

The Public Property Agency also instructed the audit commissions of 21 other state-owned companies to review their financial management practices, including remuneration policies.

MoldATSA has recently faced public controversy. An investigation by Ziarul de Gardă alleged that former director Dumitru Vangheli included inaccurate information in his CV regarding his studies and professional experience in Canada. Following the publication of the investigation, APP dismissed him from the position effective 22 June.

Separately, an investigation by RISE Moldova reported that MoldATSA spokesperson Anastasia Taburceanu received more than one million lei in less than a year at the enterprise, with her monthly salary exceeding 120,000 lei in 2026.
