Dutch road toll system to replace Eurovignette for Moldovan hauliers from 1 July

Starting 1 July, Moldovan transport operators driving in the Netherlands will pay road charges under a new system. Dutch authorities are replacing the Eurovignette with a distance-based toll calculated according to the number of kilometres travelled and the truck’s CO₂ emissions.

The new rules apply to goods vehicles with a maximum authorised weight exceeding 3.5 tonnes. According to Moldova’s National Road Transport Agency (ANTA), trucks with lower emissions will benefit from lower toll rates.

Initial tariffs will apply from 1 July to 1 September 2026. Between 1 September 2026 and 1 January 2027, the rates will be reduced. The tariffs for 2027 are expected to be announced by the Dutch authorities in October 2026.

Before the new system takes effect, every truck must be equipped with an on-board unit (OBU) obtained through a contract with an authorised Dutch toll service provider. Authorities will check that the devices are operational and that the required road charges have been paid.

Operators who fail to comply with the new requirements face fines of €800 for not having a contract with an authorised service provider and €500 for using a disconnected, malfunctioning or incorrectly assigned OBU. During the first six months of the system’s implementation, these fines will be reduced by 50%.

ANTA advises transport companies already using European electronic tolling services to verify whether their existing contracts need to be extended to cover the new Dutch tolling system.
