Moldova to Receive New Funding Tranche Under EU Reform and Growth Facility After Completing Over 90% of Planned Measures

The Republic of Moldova will receive a new tranche from the Reform and Growth Facility after the government announced that it has completed more than 90% of the measures planned for the first half of 2026.

The results will be validated by the European Commission as part of the Growth Plan for the 2025–2027 period. Specifically, Moldova has fulfilled 18 out of the 20 assessed reform measures.

“This result demonstrates that Moldova continues to maintain a high pace of reform implementation, following the completion of 93% of the planned measures in 2025.

The progress achieved allows the Republic of Moldova to request the disbursement of the third tranche under the Reform and Growth Facility. The total value of the tranche for the 18 completed reform measures amounts to €191.5 million. Of this amount, approximately €157 million is expected to be disbursed following a positive assessment by the European Commission, as part of the funding was already provided as pre-financing in 2025,” the government representatives said.

The Growth Plan includes not only a reform agenda but also an investment component, which prepares major projects in healthcare, education, energy efficiency, and road infrastructure. These projects aim to turn European Union support into direct benefits for citizens.

Currently, four major investment projects are at the operationalization stage. They include the construction of the Bălți Regional Hospital, the energy efficiency program for public buildings, the rehabilitation and modernization of schools across Moldova, as well as the rehabilitation of the R7 Drochia–Costești–Cosăuți and Chișinău–Comrat–Giurgiulești–Romania roads.

At the same time, the government has planned a portfolio of five additional priority investment projects for 2026. These projects focus on vocational education infrastructure, sustainable water supply and irrigation systems, agricultural development, and the horticulture sector.

In the second half of 2026, Moldova plans to implement another 40 reform measures, with an estimated disbursement value of €380.8 million.

For 2027, the government has planned 67 additional measures with a total estimated value of €593.4 million.
