The mandatory health insurance (AOAM) funds for 2026 will be increased by 167.45 million lei, with the additional money mainly directed toward the purchase of medical services. Amendments to the law on the AOAM funds were adopted in the second reading by Parliament during its September 17 session.
Following the adjustment, AOAM fund revenues will reach 18 billion 999 million 726 thousand lei, while expenditures will amount to 19 billion 384 million 935 thousand lei. The budget deficit will remain at the initially approved level of more than 385 million lei.
The largest share of the additional funding will go to the AOAM basic fund, which will receive an additional 167.45 million lei for the purchase of medical services.
More than 157 million lei will be additionally allocated to hospital care. The funds will allow for an increase in the number of acute cases treated, as well as financing certain procedures under special programs, including cataract surgeries and cardiac surgery interventions.
Additional funding is also planned for day surgery, treatment of chronic geriatric cases, general and specialized rehabilitation services, dialysis and radiotherapy.
Another six million lei will be allocated to palliative care, while primary healthcare will receive approximately 2.92 million lei in additional funding. A further 1.48 million lei is earmarked for emergency pre-hospital medical care.
Part of the additional funding will also cover medical services provided to beneficiaries of temporary protection, including refugees from Ukraine.
The increase in AOAM revenues is attributed to the higher number of people who paid the fixed insurance premium this year, as well as estimates for collections through the end of the year. Revenues from fixed premiums are expected to increase by more than 90 million lei, while revenues from other sources will rise by more than 71 million lei.
The amendments to the Law on the AOAM Funds for 2026 will enter into force after publication in the Official Gazette.
