Moldova’s National Agency for Energy Regulation (ANRE) has approved a significant increase in the tariff for heating supplied by Termoelectrica, raising it from 2,020 lei to 3,277 lei per gigacalorie (Gcal).
The new tariff is set to take effect on October 1, 2026. The increase amounts to 1,257 lei per Gcal, or approximately 62% compared with the current regulated tariff.
Under the same decision, ANRE also approved a tariff of 4.62 lei per kWh, excluding VAT, for electricity generated by Termoelectrica’s combined heat and power plants.
According to ANRE’s calculations, the new heating tariff is based, among other factors, on an estimated average natural gas procurement price of 13,763.32 lei per 1,000 cubic metres.
The regulator estimates the total regulated cost of producing and supplying thermal energy at more than 3.37 billion lei, while total regulated revenue is projected at approximately 3.46 billion lei.
For the October–December 2026 period, ANRE expects Termoelectrica to supply approximately 453,000 Gcal of heat. The adjustment calculated for this period amounts to 659 lei per Gcal, resulting in a final regulated tariff of 3,277 lei per Gcal.
The decision repeals ANRE’s previous tariff decision of February 12, 2026, concerning Termoelectrica’s regulated heating price.
The new tariff will apply to consumers starting October 1, meaning households in the Termoelectrica service area will face substantially higher heating costs at the beginning of the 2026–2027 heating season.
