A7, a company led by Ilan Shor, continues to expand its international services despite being under sanctions imposed by the United States, the United Kingdom and the European Union. On October 13, a platform was unveiled that promises international bank transfers through SWIFT, with payments initially made in the USDT cryptocurrency using the TRON network.

The new service, called A7 International, was presented by Ilan Shor and Pyotr Fradkov, chairman of the Russian bank Promsvyazbank (PSB). According to them, the platform will enable international payments in more than 100 jurisdictions, including the United Arab Emirates, Turkey and countries in Western Europe. The fee will be 0.3%, and customers will have to verify their identity and transfer USDT from their own digital wallets.

A7 is expected to arrange payments through the SWIFT banking system directly into the recipient’s account. Recipients will be able to receive the funds in US dollars, euros or another available currency, without needing to use cryptocurrency. The service is intended for both businesses and individuals.

Shor claims that the platform uses artificial intelligence to analyse the parties involved in a transaction, the countries concerned and the associated risks, then select what it considers the optimal route for the transfer, according to cryptodigest.trade.

A7 has since become one of Russia’s largest international transfer networks. The company, established in 2024 with the participation of PSB, says it serves approximately 15,000 companies and processed payments worth more than 10 trillion rubles in 2025 alone, equivalent to around $120 billion.

Shor’s network has also launched its own stablecoin, A7A5. Its value is linked to the Russian ruble and backed by deposits at PSB, which is subject to Western sanctions.

US authorities estimate that, between February 2025 and June 2026, more than 180 entities processed transactions involving A7A5 worth at least $179.1 billion in total.

The United States has designated A7 as a transnational criminal organisation. According to the US Treasury Department, the company was created to facilitate international payments while circumventing sanctions. US officials say Shor’s company uses intermediary firms, falsified commercial documents and cryptocurrencies to conceal transactions carried out on behalf of sanctioned entities, including those in Iran.

On October 1, 2026, US authorities designated the A7 network as a significant transnational criminal organisation and announced new measures to block its financial operations.
