According to PAS MP Marina Morozova, information submitted to the authorities indicates that data belonging to Yandex Go users in the Republic of Moldova is stored on servers in Germany and the Netherlands. The statement was made during a programme broadcast by TVR Moldova.

“Control institutions in the Republic of Moldova contacted this company, which is registered in the Netherlands. The company provided information stating that all data from the Republic of Moldova is stored on servers in Germany and the Netherlands. Measures have been taken, the data is in European countries, and we trust the legislation of these countries,” Marina Morozova said, adding that further measures and checks would be carried out in this regard.

Regarding banking information entered by users when choosing to pay by card, Sorin Chiriac, the administrator of a taxi platform, explained during the programme that such information is not stored directly by the applications used to book rides.

“Banking data is not stored by taxi platforms. It is stored by banks and encrypted so that the platforms cannot see it, because security features are implemented in the cards. The platform can only see which bank issued the card,” Sorin Chiriac explained.

Another issue discussed publicly concerns the tax revenue generated by taxi platforms. An official statement previously published by the Public Services Agency specifies that Yandex Go does not directly provide taxi services in the Republic of Moldova but instead grants local operators the right to use its technology platform. For using the platform, operators in Moldova pay Yandex Go a commission of 12% of the fare, to which 20% VAT applies.

Marina Morozova noted an upward trend in tax revenues following the regulations introduced in the taxi sector in recent years.

“Looking at the figures, tax contributions amounted to 151 million lei in 2024 and 215 million lei in 2025. That represents a 42% increase in tax contributions. This is thanks to all the legislative regulations introduced so far, which have helped make the sector fairer, more transparent, and much easier to analyse,” the MP said.

The introduction of electronic fiscal receipts for taxi companies has also helped make the sector more transparent, Sorin Chiriac added.

“Budget revenues have also increased thanks to the electronic fiscal receipt introduced for taxi companies. In our case, cars operating on the platform work exclusively with electronic fiscal receipts. These are generated automatically, and the State Tax Service can see the amount, the vehicle, and the driver’s personal identification number,” he said.

On October 15, the Council for the Examination of Investments of Importance to State Security (CEIISS) decided to launch an in-depth assessment of Yandex Go’s activities in the Republic of Moldova. Representatives of the platform expressed their willingness to cooperate with Moldovan institutions and provide all information requested as part of the assessment.

Previously, Yandex Go stated that it uses servers operated by an international provider and located within the European Union to process data belonging to users in the Republic of Moldova. The servers are subject to European legislation, including the General Data Protection Regulation (GDPR).
