The Ministry of Health of the Republic of Moldova and the Council of Europe Development Bank (CEB) signed on May 12 a €3 million grant agreement to prepare the Balti Regional Hospital project—one of the core elements of Moldova’s hospital sector reform. Through this partnership, both sides reaffirm their commitment to strengthening Moldova’s healthcare system and institutional capacity in alignment with the country’s European aspirations.
The funding will cover early-phase activities such as the conceptual design and technical documentation required to build a modern hospital in Balti.
Authorities aim to complete the Balti Regional Hospital by 2028, making it a top healthcare facility for nearly one million people in northern Moldova.

This initiative supports Moldova’s broader reform agenda by aligning with the National Health Strategy “Sanatatea 2030,” the National Development Strategy “European Moldova 2030,” the National Development Plan for 2025–2027, and the National Action Plan 2025–2029 for EU accession. It also complements the newly announced EU Growth Plan for Moldova (2025–2027)—the top EU financial package granted to the country since independence—which includes investments in healthcare infrastructure, notably regional hospitals in Balti and Cahul.
The grant agreement enables the Ministry of Health to launch preparatory work and establish a foundation for future EU-backed hospital infrastructure and medical equipment investments. The Ministry’s Project Implementation Unit will oversee implementation in close coordination with the CEB and the EU Delegation to Moldova.
