The Ministry of Foreign Affairs in Chisinau warns Moldovan citizens staying in the Russian Federation about important changes to Russian legislation.
The MFA states that a presidential decree signed in Moscow on November 5, 2025 (No. 821) requires certain categories of foreigners who apply for a residence permit or Russian citizenship to sign a military service contract or present a certificate confirming unfitness for military service.
Although Russian authorities refer to so-called special conditions for Moldovan citizens, the MFA notes that the application of these conditions remains unclear. In practice, authorities may pressure individuals to accept military obligations.
In this context, Moldovan authorities urge citizens to:
- remain extremely cautious
- avoid signing any documents of a military nature without legal consultation
- immediately request consular assistance if they face pressure
