Changes to the content of the identity card. The domicile address and the citizen’s patronymic – excluded

The Moldovan government intends to exclude the domicile address and patronymic from the new identity card design, as stated in a draft law that modifies various regulations concerning the issuance of identity documents, reports IPN.

The new ID cards will no longer display information about a person’s domicile or temporary residence, including provisional residence. By eliminating this data, authorities aim to spare citizens the burden of updating their ID every time they move. The removed information will remain accessible via the State Population Register through the MConnect interoperability platform.

The draft law also exempts children under 14 years of age, who do not yet hold identity documents, from paying the state fee when registering their domicile. The project also exempts stateless or foreign children who entered Moldova unaccompanied or who the authorities left without legal guardianship.

The law grants persons belonging to national minorities the right to use their names in the form accepted in their mother tongue. When authorities issue residence permits to foreign nationals, they will not translate or transliterate names. They will reproduce them using the Latin script from the national passport or travel document that the competent foreign authority issues.

The ID card includes an electronic signature valid for five years, enabling users to access digital services. The Public Services Agency (PSA) developed the new card in partnership with the Ministry of Internal Affairs (MIA), and Parliament will soon examine the proposed law.

On March 26, 2025, Prime Minister Dorin Recean announced that the government would provide the first one million new identity cards free of charge. The offer applies to Moldovan residents and Moldovan citizens living abroad.
