CMI- Martti Ahtisaari Peace Foundation and Moldova State University signed a new Memorandum of Understanding, which strengthens the partnership launched in 2023 and marks a new stage in cooperation between the two institutions. The partnership aims to contribute to the development of institutional and professional capacities in the field of administrative-territorial organization and multi-level governance through training, applied research, and the exchange of best practices in public administration.
Igor Sharov, rector of Moldova State University, noted that the signing of this memorandum represents a continuation of cooperation between Moldova State University and the CMI – Martti Ahtisaari Peace Foundation, specifying that through the involvement of the academic community, the University contributes to the formation of a democratic, responsible, and citizen-oriented public administration. At the same time, the rector emphasized that the University reaffirms its commitment to support, through the involvement of experts, national minorities and the improvement of the functionality of the authorities in Gagauzia.
“We are pleased to strengthen our partnership with academia, which gives us the opportunity to contribute to the capacity building and support of decision-makers in the Republic of Moldova. Together, we can make participatory processes more efficient and sustainable by developing the necessary resources. In this regard, CMI brings international expertise, offering a comparative perspective and practices that can support institutional and professional development at the national and local levels,” said Natalia Djandjgava, Country Manager, CMI – Martti Ahtisaari Peace Foundation.

Based on the Memorandum, CMI and Moldova State University will cooperate in developing methodological resources to support local elected officials and public authorities, developing professional training programs for civil servants, and conducting applied research on multi-level governance in the Republic of Moldova.
The Memorandum also reflects the joint commitment of the CMI and the University to the importance of strengthening the skills of civil servants, administrative accountability, and inclusive governance based on transparency and public participation.
The cooperation takes place within the framework of the project “Supporting institutionalized and sustainable dialogue on Gagauzia Autonomy” implemented by the CMI and funded by Sweden. The project aims to contribute to establishing a constructive and sustainable dialogue between national and local authorities by strengthening institutions and capacities by bringing together experts, academia, and stakeholders.
