Do the sanctions imposed on the LUKOIL group affect flights from Moldova? Clarification from the AAC

The Civil Aviation Authority of the Republic of Moldova (AAC) announced that it has received official notification of sanctions imposed by the United States and the United Kingdom targeting entities within the LUKOIL group, set to take effect on November 21, 2025.

The authority stated that it is closely monitoring the situation and maintaining ongoing dialogue with the Chisinau International Airport administration, service providers, and airlines to prevent potential disruptions to operations.

“At this time, aircraft refueling operations are proceeding normally,” the AAC reported.

The AAC also assured that all airline operators have been informed and are actively cooperating to ensure the continuity of flights. The authority is analyzing preventive measures to avoid any negative impact on passengers or flight schedules.

According to official data, LUKOIL holds a dominant position in the local fuel market, controlling 50% of diesel imports and 32% of gasoline imports, and serves as the sole fuel supplier for Chisinau International Airport. In 2024, LUKOIL reported a turnover of 9.9 billion lei, followed by Rompetrol with 9.7 billion and Petrom with 3 billion.

LUKOIL’s decision to sell all its international assets comes in response to sanctions imposed by the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC), which have affected the company’s global operations.
