The inter-institutional supervisory council has decided to apply the EU’s international restrictive measures in connection with actions aimed at destabilizing Moldova.
The council decided on August 1 to block the funds and economic resources of Vladimir Plahotniuc, Ilan Shor, Gheorghe Cavcaliuc, Marina Tauber, Chiril Guzun, Arina Corsicova, Dumitru Kitoroaga, Maria Albot, Victor Petrov, Igor Chaika, Dmitri Miliutin, and other individuals under international sanctions on the territory of Moldova.
- Ilan Shor is a fugitive oligarch accused of illegal financing of political parties, sentenced to 15 years for stealing a billion in Moldova.
- Gheorghe Cavcaluc – former deputy head of the Inspectorate General of Police. He is known for organizing and participating in the October 20, 2022, protests with Ilan Shor. He used his connections in the police to recruit former officers and create a paramilitary group of the group to “protect” the demonstrators.
- Marina Tauber is a deputy of the former Shor party. Authorities indicted her in a bank fraud case. She is also under investigation in two criminal cases related to the illegal financing of an organized crime group and the falsification of Shor party financial reports.
- Igor Chaika is a Russian businessman responsible for the funds to support Russian FSB projects aimed at destabilizing Moldova.
- Vladimir Plahotniuc is a defendant in numerous criminal cases related to the embezzlement of public funds and their illegal transfer outside Moldova.
- Chiril Guzun is the leader of the People’s Shield Association.
- Dmitry Milyutin – Deputy Head of the Operational Information Service of the Russian Federal Security Service, responsible for Russia’s covert operations in Moldova, especially in Transnistria.
- Arina Corsicova – candidate for mayor of Balti,
- Dimitri Kitoroaga – administrator of TV6 and Orhei TV.
- Maria Albot is an ex-member of parliament from the “Shor” party, a shareholder of Banca Sociala, and a member of the EU sanctions list.
- Victor Petrov – deputy bashkan of Gagauzia Eugenia Gutsul.

Funds and economic resources owned, held, or controlled by individuals on the EU sanctions list are blocked. The decision also prohibits making these funds and resources available to or using them for the benefit of restricted entities.
The council’s ruling on August 1, 2024, is valid until April 29, 2025, and may be revised.
Moldova joined the international restrictive measures imposed by the United States of America on December 27, 2023. The US sanctions list includes Vladimir Plahotniuc, Ilan Shor and his wife Sara, Russian citizen Igor Chaika, and companies related to him.
