President Maia Sandu has signed a decree appointing former Prime Minister Dorin Recean as Special Envoy for Development and Resilience.
According to the Presidential Institution, the role of the Special Envoy is to strengthen the institution’s work by involving experts with advanced training in strategically important areas, helping to implement the priorities set by the head of state.
“The Special Envoy for Development and Resilience is responsible for supporting interinstitutional and multisectoral efforts aimed at enhancing the state’s capacity to prevent and counter hybrid threats to national security. The mandate also includes promoting the Republic of Moldova’s image on international platforms dedicated to resilience and security, as well as exchanging best practices with partner countries. Additionally, the Special Envoy will help mobilize the necessary support to strengthen the country’s institutional, economic, and social resilience,” the Presidency announced.
Dorin Recean served as Prime Minister from February 2023 to November 2025. He previously held the positions of Minister of Internal Affairs, Presidential Adviser on Security, and Secretary of the Supreme Security Council.
