Free roaming for Moldova in the EU from 2026: how does it work?

Starting January 1, 2026, citizens traveling to European Union countries will benefit from the “Roam Like at Home” principle, the Ministry of Economic Development and Digitalization announced. Under this rule, users will not pay additional charges for calls, SMS messages, or mobile internet while staying in an EU member state.

Mobile operators will allow users to use the minutes, SMS messages, and data already included in their Moldovan subscriptions or prepaid cards at no extra cost during their stay in the EU. When users make calls from the EU to Moldova, operators will deduct them from the national minutes included in the subscription. Operators will deduct SMS messages sent in the same way from the national SMS bundle. Calls and SMS messages to other EU countries will be charged as international services, just as if users made them from Moldova.

For mobile internet, users will access the data included in their subscriptions without additional charges, provided they comply with the fair use policy. The roaming data allowance will depend on the value of the subscription and will follow regulations set at the European Union level.

If users exceed the fair use limit, operators may apply small additional charges in line with EU legislation. These measures aim to facilitate mobile communications for citizens traveling within the European Union without hidden costs. Moldovan mobile operators must comply with the new rules and inform customers about the applicable EU roaming conditions.
