Moldova’s accession to the European Union is currently more a matter of security than economic prosperity, Parliament Speaker and Action and Solidarity Party (PAS) leader Igor Grosu said.

At the same time, Grosu stressed that the goal of signing Moldova’s EU accession treaty by 2028 remains unchanged.

“This autumn, Parliament must vote on 217 laws that are part of our package of commitments. Now this is the message to all my colleagues in ministries, agencies and Parliament: we will deliver. We will do everything possible so that, at least on our domestic side, we have everything in place to go before our partners and say: ‘These were our commitments, we have honored them. We have done everything possible on our side. We are sincere in our efforts,’” Grosu said during a Jurnal TV program.

He noted that once Moldova fulfills its commitments, the political decisions concerning accession will rest with the EU member states.

“So we have to do everything possible, and the 2028 target remains in place. At the moment, it is more a matter of security than economic prosperity. Even though I would like economic well-being and prosperity in Moldova to be the main objective, security — in our case and in the case of other Eastern candidate countries — is about the security of the Republic of Moldova,” the PAS leader said.

Grosu made the remarks after being asked about PAS’s pledge to sign the EU accession treaty by the end of 2028 and criticism that the deadline may not be realistic.

PAS announced the 2028 target during its 2025 parliamentary election campaign. The party also pledged to double the incomes of the working population, make full use of the EU’s €1.9 billion Growth Plan for Moldova and achieve economic growth of at least 5% by 2027.

In its electoral program, PAS also promised to support 25,000 small and medium-sized enterprises and attract more than €4 billion in private investment.

The party also pledged measures to stabilize gas and electricity prices and fully integrate Moldova into the European energy market.
