International Trade Made Easier: Moldova Joins Three Customs Conventions

Moldova’s Customs Service will strengthen its cooperation with European Union member states as the country joins three international conventions aimed at simplifying trade formalities and aligning customs procedures. Parliament adopted the necessary legislation in both readings, according to IPN.

Lawmakers approved Moldova’s accession to the Convention on the Simplification of Formalities in Trade in Goods. The agreement establishes streamlined trade procedures for all 37 contracting states.

One key measure is the introduction of the Single Administrative Document (SAD), which standardizes documentation across all import, export, and transit regimes—regardless of the nature or origin of the goods.

Moldova also joined the Convention on the Common Transit Procedure. This step enables Moldova to adopt the New Computerized Transit System (NCTS), which standardizes and streamlines customs transit procedures across all participating countries. The Customs Service will benefit from real-time data exchange with customs authorities in all 37 countries, while businesses will complete procedures more rapidly and reduce transit costs.

Parliament also approved Moldova’s accession to the International Convention on the Simplification and Harmonization of Customs Procedures and its amending protocol.

The document seeks to simplify customs practices and boost global trade efficiency. All 137 signatory states commit to applying standardized, transparent, and consistent practices to accelerate the clearance of goods.
