Investments in people and communities: The Government approved the 2026–2028 National Development Plan

The Government is building a European, safe, and prosperous Moldova. It wants every citizen to benefit from better services, modern infrastructure, and new development opportunities. The National Development Plan (NDP) for 2026–2028, recently approved by the Cabinet, outlines the main actions.

The plan includes 108 modernization actions implemented through 267 development projects. Of these, 65% continue existing projects launched under the 2025–2027 NDP.

One in three initiatives is new and adapted to current needs and EU integration goals.
The Government plans several major infrastructure projects: it will repair 200 km of railway and 1,370 km of roads and plans to upgrade thousands more. These include the Iasi–Ungheni–Chisinau–Odesa highway, the Balti–Floresti–Marcausti route, the access road to the Cosauti–Yampil Bridge, and various rural roads.

Authorities will also build two regional hospitals in Balti and Cahul and purchase 100 new ambulances. The Government plans to create 3,000 new spots in nurseries and kindergartens, renovate 90 schools, and digitalize over 250 public services. It will support more than 3,200 small and medium-sized businesses.

The Government will expand water and sewage networks to 100 more localities. It will also invest in energy security. It includes building a 70 km power line between Straseni and Gutinas and a 90 km line between Balti and Dnestrovsk.

Over the next three years, the Government will focus on modernizing local communities, improving living standards, creating jobs, and strengthening social and economic infrastructure. It will also ensure public safety and expand access to digital public services.

The NDP supports key reforms to help Moldova join the European Union by 2030.
Authorities will evaluate NDP implementation every year. They will use specific results and impact indicators for each strategic goal. The Government will include the results in its annual consolidated report and present it to Parliament.

The 2026–2028 National Development Plan is the Government’s principal tool for modernizing the country, improving citizens’ well-being, and aligning Moldova with European standards.
