The Social Protection Agreement between the Republic of Moldova and the Republic of Italy will be ratified by the Italian Chamber of Deputies on May 22, marking a crucial milestone for thousands of Moldovan citizens working and living in Italy.
Minister of Labor and Social Protection Alexei Buzu announced the development. The agreement will strengthen bilateral cooperation and recognize the contribution of Moldova’s diaspora.
“After many years of waiting and considerable negotiation effort, we are very close to offering our citizens in Italy the peace of mind that they will be able to receive pensions that reflect their contributions,” Buzu stated.

What the Agreement Covers
Once ratified, the agreement will ensure access to essential social protection rights for Moldovan citizens residing in Italy, including:
- Old-age pensions
- Disability pensions
- Survivor pensions
- Allowances for occupational accidents or diseases
Implementation Timeline
- The Italian Senate ratified the agreement in March 2025.
- The final vote in the Chamber of Deputies will be on May 22.
- The President of Italy will promulgate the document upon approval.
- The agreement will enter into force 60 days after promulgation.
- Italy and Moldova will then sign the negotiated administrative arrangements necessary for implementation.
“This agreement represents a meaningful recognition of the Moldovan community in Italy and strengthens our countries’ longstanding partnership,” Buzu added.
Background
The Parliament of the Republic of Moldova ratified the agreement on November 28, 2024, following its signing in Rome on October 31, 2024.
This agreement is part of Moldova’s broader strategy to secure the social rights of its citizens abroad and improve bilateral frameworks with countries hosting large Moldovan communities.
