Moldova and Azerbaijan Step Up Diplomatic Dialogue Under New Cooperation Plan

The Republic of Moldova and Azerbaijan will cooperate under an Interministerial Consultation Plan for 2026–2027, which will intensify bilateral diplomatic dialogue. Mihai Popsoi, Deputy Prime Minister and Minister of Foreign Affairs of Moldova, and Jeyhun Bayramov, Foreign Minister of Azerbaijan, signed the document today in Baku.

The two officials discussed ways to develop Moldovan–Azerbaijani relations and expand cooperation in several areas of common interest. They highlighted the importance of economic collaboration and noted the positive trend in trade exchanges recorded in 2025. Both expressed interest in further expanding cooperation in economic, trade, and investment sectors.

They focused on the energy sector as a key area of bilateral cooperation. Popsoi stressed that the Moldovan government prioritizes ensuring energy security by diversifying sources and routes of natural gas supply. He thanked the Azerbaijani authorities for supporting Moldova during the 2022 energy crisis, calling it a demonstration of friendship and trust between the two states.

“We want to expand economic and energy cooperation and fully harness the potential of our relations. Azerbaijan is an important partner for strengthening energy security and developing joint projects for our citizens,” Popsoi said.

Bayramov reaffirmed Azerbaijan’s readiness to deepen bilateral dialogue and implement cooperation projects in areas of shared interest. He emphasized maintaining an active and pragmatic political dialogue between the two countries.

Bayramov added: “Azerbaijan and Moldova develop relations in a spirit of friendship and mutual respect, including in economic, energy, cultural, and educational fields. Since 2023, direct flights between our capitals facilitate people-to-people contacts and cooperation between business communities. We welcome efforts to expand cooperation through investments, renewable energy projects, and regional green energy initiatives.”

The officials also discussed cooperation within international organizations and regional security issues. They reaffirmed their support for the sovereignty and territorial integrity of the Republic of Moldova and Azerbaijan and stressed the importance of maintaining peace and stability in the region.

Popsoi invited Bayramov to make an official visit to the Republic of Moldova and participate in the Ministerial Session of the Committee of Ministers of the Council of Europe, scheduled in Chisinau on 14–15 May 2026.

Popsoi travels to Baku at the invitation of Bayramov. During his visit, he will meet Sahiba Gafarova, Speaker of the Milli Majlis, and Elnur Aliyev, First Deputy Minister of Economy. He will also meet representatives of SOCAR, and lay flowers at the Alley of Honor and at the grave of national leader Heydar Aliyev.
