Moldova and France Strengthen Energy Partnership with €30 Million Agreement

Moldova and France have deepened their partnership in energy efficiency through a €30 million financing agreement. Signed at the Élysée Palace in Paris in the presence of President Maia Sandu and French President Emmanuel Macron, the Agreement was formalized by Moldova’s Minister of Energy Dorin Junghietu and French Development Agency (AFD) Director General Rémy Rioux.

Modernizing Public Infrastructure for Energy Efficiency

According to the Ministry of Energy, this Agreement is part of the Initiative for the Development of Sustainable Public Infrastructure through Energy Efficiency Renovations (INSPIREE). The project aims to reduce energy consumption in key public buildings, such as hospitals and schools, improving public services and enhancing comfort for over 200,000 Moldovans.

Beyond economic benefits, INSPIREE will strengthen Moldova’s energy security by reducing reliance on external resources and aligning the country with European energy and environmental standards. The Initiative focuses on renovating public buildings to boost energy efficiency, cut operational costs, and promote sustainable energy use.

European Partners Back Moldova’s Energy Transition

The INSPIREE project is co-financed by Germany’s Development Bank (KfW) and the Moldovan government. The Energy Projects Implementation Unit (UCIPE), under the supervision of the Energy Ministry, will oversee implementation.

Energy Minister Dorin Junghietu called the Initiative a crucial step toward energy independence.

“By modernizing our public buildings, we not only improve energy efficiency but also strengthen our resilience against energy price fluctuations,” he said.

A Commitment to Moldova’s Sustainable Future

President Maia Sandu highlighted the strategic importance of this Agreement for Moldova’s energy independence.

“Moldova is no longer dependent on Russian gas. Today, we take another step forward by signing a €30 million agreement with the French Development Agency to improve energy efficiency. This investment will cut energy waste, lower costs, and further strengthen our independence,” Sandu stated.

AFD Director General Rémy Rioux reaffirmed France’s commitment to Moldova’s energy transition.

“By investing in energy efficiency, Moldova invests in its future. INSPIREE will modernize essential public services and accelerate the country’s alignment with European standards,” Rioux said.

France: A Key Partner in Moldova’s Development

Since 2022, AFD has played a crucial role in supporting Moldova’s transition to sustainable economic growth in line with EU standards and climate commitments. To date, the agency has invested €230 million in Moldova’s energy, transport, environmental protection, and forest management sectors.

The Agreement signed in Paris strengthens Moldova-France relations and marks a significant step toward modernizing Moldova’s public infrastructure. Through INSPIREE, Moldova will enhance energy efficiency, reduce dependence on energy imports, and bolster long-term energy security.
