Moldova has set a national target to achieve a 30% share of renewable energy in final energy consumption and reduce greenhouse gas emissions by 68.5% by 2030. The government approved these commitments today in the National Integrated Energy and Climate Plan (PNIEC) 2025-2030.
The PNIEC establishes priorities, objectives, and policies to ensure a sustainable and accessible energy system for all consumers. It also defines national targets for renewable energy, energy efficiency, and emission reductions.
The plan outlines concrete actions to enhance energy security, including diversifying energy import routes, strengthening national energy system interconnectivity by building new connections with Romania and ENTSO-E and developing a new energy strategy by 2050.
Energy Minister Dorin Junghietu stated that this plan will help Moldova meet its commitments under the Energy Community Treaty, promote sustainable development, and decarbonize the energy sector.

“Enhancing climate ambition can accelerate economic growth, bring Moldova closer to the EU, stimulate innovation, support a just transition, and create long-term jobs,” said Junghietu.
The PNIEC also focuses on energy efficiency, including:
- Renovating residential buildings with financial support from the Energy Efficiency Fund.
- Achieving 0.8% energy savings from the annual average consumption by implementing efficiency measures and advanced technologies.
- Installing smart meters.
- Promoting non-polluting and energy-efficient transportation.
To modernize Moldova’s energy market, the PNIEC calls for:
- Opening, modernizing, and liberalizing the domestic energy market.
- Creating intra-day and next-day markets.
- Integrating with European markets through the launch of the Moldovan Energy Market Operator.
- Establishing cross-border markets for balancing energy systems.
With this plan, Moldova takes a major step toward energy sustainability, economic resilience, and closer alignment with European energy policies.
