Moldova to Allocate €30.8 Million for New Electricity Interconnection with Romania

Moldova will allocate €30.8 million to co-finance the construction of a new electricity interconnection with Romania. The funds will support the development of the 400 kV Balti–Suceava Overhead Power Line and the expansion of the 400 kV Balti electrical substation.

This investment follows the government’s approval of a project to initiate negotiations and sign Amendment No. 2 to the financing agreement with the European Investment Bank (EIB). The original agreement, signed on December 20, 2017, supports the Moldova–Romania electricity interconnection project.

Cristina Pereteatcu, State Secretary at the Ministry of Energy, explained that the amendment reallocates €30.8 million originally intended for the back-to-back station in Vulcanesti. The funds will now support constructing the Balti–Suceava transmission line and rehabilitating Moldova’s internal energy transport network.

“This amendment unlocks crucial funding to accelerate our interconnection with the Romanian and European energy systems. The project covers the new transmission line and internal infrastructure upgrades to strengthen energy resilience in Moldova’s northern regions,” said Pereteatcu.

The amendment will finance specific actions, including:

  • Construction of the 400 kV Balti–Suceava power transmission line;
  • Expansion and modernization of the 400 kV Balti substation;
  • Rehabilitation of existing internal energy transport networks.

“With support from the EIB, we are solidifying Moldova’s role on the regional energy map and moving toward full integration with the European energy market. These investments will directly benefit citizens and enhance national energy security,” Pereteatcu added.

The amendment does not modify the financial terms of the original agreement. It will take effect following ratification by Moldova’s Parliament and official notification to the EIB upon completing all internal procedures.

The Balti–Suceava High Voltage Power Line marks Moldova’s second major energy interconnection project with Romania, following the Vulcanesti–Chisinau line. It will significantly improve the country’s energy security and increase technical and commercial capacity for electricity imports.
