Moldova to Launch Digital System for Building Energy Performance Certificates Under World Bank-Backed STEEM Project

The Republic of Moldova will establish a digital system to develop and issue building energy performance certificates. The Energy Projects Implementation Unit (UCIPE) launched the tender for its creation. The new system will be developed under the Sustainable Transition through Energy Efficiency in Moldova (STEEM) Project, funded by the World Bank.

UCIPE Director Ruslan Surugiu invited all companies with experience, technical capacity, and proven potential in developing IT systems to participate in the tender.

Ion Muntean, Director of the National Center for Sustainable Energy, emphasized that the system will automate the development of energy performance certificates, serve as an essential tool for energy evaluators, and provide data to institutions that rely on building energy performance in their operations.

The portal will also centralize data on energy savings, enabling authorities to plan measures to increase energy efficiency and utilize renewable energy sources. The system will contribute to Moldova’s goal of reducing annual final energy consumption by 0.8% and lower bills for the population, public authorities, and businesses.

Authorities need the portal because new buildings, buildings undergoing renovation, and buildings intended for sale or rent must undergo an energy certification procedure.

The Government of the Republic of Moldova, through the Ministry of Energy and UCIPE, implements the STEEM Project with the support of the IBRD and the Moldova Development, Resilience and Opportunity Welfare (M-GROW) Multi-Donor Trust Fund, managed by the World Bank Group.
