The Moldovan government has approved a new support mechanism that will cover 50% of the costs incurred by companies participating in the country’s dual education system, encouraging businesses to invest in the professional training of young people.
Under the dual education model, students combine classroom learning at vocational institutions with practical training at companies, where they develop job-specific skills under the supervision of workplace instructors.
The new measure allows companies to recover part of the expenses related to students’ practical training, including trainees’ remuneration, instructors’ salaries, and the instructors’ pedagogical training.
Companies will be able to apply for state support for each completed academic year between July 20 and September 10. Applications must be submitted electronically through the website of the Organization for Entrepreneurship Development (ODA), together with supporting documents.
Employers wishing to participate in dual education programs must first submit a letter of intent to the Chamber of Commerce and Industry. The letter should specify the vocational training program, the educational institution they intend to cooperate with, and the number of students they can train.
To become partners in the dual education system, companies must provide appropriate facilities and conditions for practical training. Under current regulations, one workplace instructor may supervise a maximum of 15 students at a time.
According to official data, approximately 3,300 students participated in Moldova’s dual education system during the 2025–2026 academic year, receiving training at 230 companies.
For the upcoming academic year, the Ministry of Education and Research has allocated 2,669 state-funded places for dual education programs. Around 300 companies have already expressed their willingness to train students across more than 70 vocational education programs.
