Citizens in Moldova will soon receive emergency and disaster warnings directly on their mobile phones. The Parliamentary Committee on Foreign Policy and European Integration members approved a consultative opinion on signing a $40 million loan agreement with the International Bank for Reconstruction and Development. This agreement will fund the implementation of Moldova’s Disaster Risk Management and Resilience Support Project.
The government will allocate $5 million from the total amount to develop a public warning system. This system will ensure the immediate dissemination of emergency alerts, saving lives and reducing material losses.
The government will allocate $22.5 million to purchase emergency response vehicles and equipment, search-and-rescue, and logistics containers for the General Inspectorate for Emergency Situations.

The government has designated another $1.5 million to enhance community emergency preparedness efforts.
The project also invests $6 million to improve hydrometeorological services, strengthening Moldova’s ability to monitor and respond to weather-related risks.
A separate component focuses on supporting policies, regulatory measures, and technical studies to improve the assessment and management of natural hazards and climate-related risks.
The loan has a 30-year repayment term, including a five-year grace period, with semi-annual repayments at a variable interest rate. The government expects to implement the project over five years.
The government will submit the loan agreement to Parliament for ratification.
